That's quite an accurate picture of an ATS and it's advantages!
Similarly, there are a slew of cloud based softwares designed to make a recruiter's life easier, ATS being on of them. What I have understood from being in the industry for a while now, is that while an ATS solves the walk up to the recruitment problem, it doesn't necessarily solve the recruitment process itself. That's where Online Assessment platforms come in.
Integrating an online assessments solution with an ATS, simplifies the recruitment conundrum even further. All the advantages of an ATS - reduced cost, quick turnaround time, much better analytic - can be mapped to an online assessment software as well, making them perfectly complimentary solutions.

Excellent post there, touching on most aspects of a cloud based HR software solution.
Aside of these advantages, another significant advantage of a cloud based software is quick turnaround time, especially in the matter of online assessments for recruitment/training. Traditional pen & paper based assessments brings along with it a tonne of logistical and operational work. Cloud based systems help create, schedule and analyze candidate responses in bulk!
'Jiffy' is too long a word to capture how short that makes your hiring cycles. Case in point: one of India's top IT service providers that hires by the hundreds in a go was able to save 7 days per hiring cycle using online assessment solutions.
Power to the H.R., I say!
