Is attendance important or performance?

I want to ask what is more important attendance or performance of an employee.

My timings in the office are not consistent and the number of leaves is more than everyone in the office but my performance is improving constantly and that I have shown to my boss but he is not satisfied with that but more concerned about my irregularities.
